In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. All parties involved in researching, developing, manufacturing, and distributing COVID-19 vaccines need guidance on their ethical obligations. We focus on pharmaceutical companies' obligations because their capacities to research, develop, manufacture, and distribute vaccines make them uniquely placed for stemming the pandemic. We argue that an ethical approach to COVID-19 vaccine production and distribution should satisfy four uncontroversial principles: optimising vaccine production, including development, testing, and manufacturing; fair distribution; sustainability; and accountability. All parties' obligations should be coordinated and mutually consistent. For (...) instance, companies should not be obligated to provide host countries with additional booster shots at the expense of fulfilling bilateral contracts with countries in which there are surges. Finally, any satisfactory approach should include mechanisms for assurance that all parties are honouring their obligations. This assurance enables countries, pharmaceutical companies, global organisations, and others to verify compliance with the chosen approach and protect ethically compliant stakeholders from being unfairly exploited by unethical behaviour of others. COVID-19 vaccines are likely to be scarce for years to come. Many countries, from India to the U.K., have demonstrated vaccine nationalism. What are the ethical limits to this vaccine nationalism? Neither extreme nationalism nor extreme cosmopolitanism is ethically justifiable. Instead, we propose the fair priority for residents framework, in which governments can retain COVID-19 vaccine doses for their residents only to the extent that they are needed to maintain a noncrisis level of mortality while they are implementing reasonable public (...) health interventions. Practically, a noncrisis level of mortality is that experienced during a bad influenza season, which society considers an acceptable background risk. Governments take action to limit mortality from influenza, but there is no emergency that includes severe lockdowns. This “flu-risk standard” is a nonarbitrary and generally accepted heuristic. Mortality above the flu-risk standard justifies greater governmental interventions, including retaining vaccines for a country's own citizens over global need. The precise level of vaccination needed to meet the flu-risk standard will depend upon empirical factors related to the pandemic. This links the ethical principles to the scientific data emerging from the emergency. Thus, the FPR framework recognizes that governments should prioritize procuring vaccines for their country when doing so is necessary to reduce mortality to noncrisis flu-like levels. But after that, a government is obligated to do its part to share vaccines to reduce risks of mortality for people in other countries. We consider and reject objections to the FPR framework based on a country: having developed a vaccine, raising taxes to pay for vaccine research and purchase, wanting to eliminate economic and social burdens, and being ineffective in combating COVID-19 through public health interventions. Bernard Lonergan argued that a Thomist theory of intellect must begin with advertence to the act of understanding. He distinguished his cognitional theory from a conceptualism that neglects the experience of insight and reflection on it. Early in his career, he explained how the conceptualist approach misinterprets Aquinas and creates problems for the metaphysics of rational psychology. This article explains Lonergan’s position and illustrates the conceptualist alternative by analysing Joseph Owens’s view of cognition. By explaining the metaphysical differences between (...) Lonergan’s and Owens’s opposing views of human knowing in relation to their distinctive readings of Aquinas, this article contributes to a more accurate reading of Aquinas on the act of understanding. This (...) is the second half of Elders' metaphysical study as promised in the prior volume (reviewed in THE THOMIST, 50 [1986], 463· 465) on common being. The present book centers on God, in contrast to ens commune. But it strongly renews {pp. 7, 24) the insistence that no Wolffian separation of ontology from philosophical theology is Summa theologiae in showing first that God's existence is not immedi· ately evident to us but needs to be demonstrated (pp. 28-88). It then presents the " five ways " for demonstrating the divine existence, with Latin text and German translation side by side {pp. 89-137). It re· duces other suggested " ways " to some one of the five, or else sets them aside in one manner or another (pp. 137-142). After that it treats the divine attributes according to the ways of negation, causality and eminence {pp. 143-187), and then the naming of God (pp. 189· 221), God's knowledge, life, truth, power and will (pp. 223-275), and :finally the divine action upon creatures (pp. 277-315). This treatment proceeds strictly in the order followed by the Summa theologiae. The book concludes (p. 317) that the philosophical theology of Aquinas is a coherent whole, based upon everyday experience yet for that very reason on principles that are metaphysically evident and ad· mitted by "common sense" (see also pp. 15, 200). The treatment is neatly addressed to the problems that have been under lively discussion during the past few decades, such as the " death of God." These are dealt with against an extensive and admirably detailed historical background stretching from the Greeks to the present day, with wide coverage of secondary literature, thoroughly justifying the book's designation of itself as a study pursued "in historical perspective." However, the advisability of the Summa's order of treatment for a work meant to explain the metaphysical thinking of Aquinas is open to question. Elders (p. 8, n. 3; p. 13, n. 4) is acquainted with the vigor· 338 BOOK REVIEWS ous protests of Gilson and Pegis against reading as philosophy what Aquinas wrote as theology. Yet Elders (p. 8) allows the stand that on the ground of its intrinsic rationality Aquinas would have adhered to the Summa's order even if he had been writing a purely philosophical theology. In the present case, one may strongly object, the result is a way of thinking that dulls sensitivity to the core position of existence in Aquinas' metaphysical thought. The long and checkered history of the notion " common sense " in western philosophy should be enough to dissociate that concept from Thomistic metaphysics, and here the appeal to " everyday experience " as a support calls first for careful analysis of the radically different ways in which existence and nature are originally attained by human cognition. The book finds (p. 101, n. 61), for instance, that in the demonstration of God's existence from motion Aquinas is employing without radical distinction the same principles as Aristotle but is applying them more strictly. The pro· foundly distinctive character of Aquinas' metaphysical acumen is thereby missed. This may be aptly illustrated by one example. The pointed assertion of the Summa contra gentiles (1.9.Inter) that without consideration of the proof for God's existence " omnis consideratio de rebus divinis necessario tollitur," is understood by Elders to mean "... ist jede philosophische Betrachtung des Seienden letztlich grundlos" (p. 89). Yet granting without hesitation that the proof of the divine existence is necessary for understanding metaphysically " that which exists " (das Seiende), one may, against Elders, take the statement of Aquinas at its face value as much more finely pointed. In this paper thecanonicalmodal logics, a kind of complete modal logics introduced in K. Fine [4] and R. I. Goldblatt [5], will be characterized semantically using the concept of anultrafilter extension, an operation on frames inspired by the algebraic theory of modal logic. Theorem 8 of R. I. Goldblatt and S. K. Thomason [6] characterizing the modally definable Σ⊿-elementary classes of frames will follow as a corollary. A second corollary is Theorem 2 of [4] which states that any complete modal (...) logic defining a Σ⊿-elementary class of frames is canonical.The main tool in obtaining these results is the duality between modal algebras and general frames developed in R. I. Goldblatt [5]. The relevant notions and results from this theory will be stated in §2. The concept of a canonical modal logic is introduced and motivated in §3, which also contains the above-mentioned theorems. In §4, a kind of appendix to the preceding discussion, preservation of first-order sentences under ultrafilter extensions is discussed.The modal language to be considered here has an infinite supply of proposition letters, a propositional constant ⊥, the usual Boolean operators ¬, ∨, ∨, →, and ↔ —with ¬ and ∨ regarded as primitives—and the two unary modal operators ◇ and □ — ◇ being regarded as primitive. This article looks at the Indian canonical sources for Mādhyamika Buddhist refusals to personally endorse truth claims, even about customary matters. These sources, on a natural reading, seem to suggest that customary truth is only widespread error and that the Buddhist should do little more than duplicate, or acquiesce in, what the common man recognizes about it. The combination of those Indian canonical themes probably contributed to frequent Indo-Tibetan Madhyamaka positions on truth, i.e., that the customary is no more than (...) surface level truth, mere consensus amongst the mistaken, or, similarly, that there can be no right answers or truth claims to endorse about customary matters, as there are no sources of knowledge that have them as objects. Tsong kha pa and the dGe lugs pa, by contrast, adopted what I consider to be a philosophically more promising stance, one that recognized the need for a robust normativity: things customary are not just reduced to accepted errors; there are right answers about them that should be endorsed and may well defy current consensus of opinion. Not surprisingly, however, they needed a quite different and even strained exegesis of that same Indian textual legacy. (shrink)

In a recent study of a patient in a persistent vegetative state, [Owen, A. M., Coleman, M. R., Boly, M., Davis, M. H., Laureys, S., & Pickard, J. D. . Detecting awareness in the vegetative state. Science, 313, 1402] claimed that they had demonstrated the presence of consciousness in this patient. This bold conclusion was based on the isomorphy between brain activity in this patient and a set of conscious control subjects, obtained in various imagery tasks. However, establishing consciousness in (...) unresponsive patients is fraught with methodological and conceptual difficulties. The aim of this paper is to demonstrate that the current debate surrounding consciousness in VS patients has parallels in the artificial intelligence debate as to whether machines can think. Basically, used a method analogous to the Turing test to reveal the presence of consciousness, whereas their adversaries adopted a line of reasoning akin to Searle’s Chinese room argument. Highlighting the correspondence between these two debates can help to clarify the issues surrounding consciousness in non-communicative agents. (shrink)

The temporal behaviour of the nonlinear compartmental model we have developed for rat calcium metabolism is discussed with respect to the theoretical properties of the self-oscillating autocatalytic subunit around which the model is constructed. Depending on the approximations made, this subunit is described by a minimal two-variable model, SU2, or by a three-variable one, SU3. The diversity of the theoretical dynamic behaviours possible with SU2 is greatly increased with SU3. But the identification of SU3 parameter values in three different experimental (...) situations reveals that biological constraints efficiently preserve a simple circadian rhythm for bone metabolism. This analysis indicates the significant contribution of the available bone crystal pool to the dynamic organization of this tissue, and hence to extracellular calcium homeostasis. (shrink)
